The blue sign indicates that the street is for use by everyone, not just motorists. It imposes a 7km/h speed limit on motor vehicles (ie walking speed), which must give way to others in the road. However, this shouldn't be applied to a through-route in the hope it will encourage cycling, because signage alone doesn't limit the activities of motorists. Additional measures need to be taken. This road is an example of filtered permeability, in that cyclists can use the road bidirectionally, whilst motorists may only travel in one direction. One way systems can be used to ensure roads are useless as through routes for motorists, and as a result they become little used by motorists. That in turn makes them attractive for cycling.
